Cleo Clanton is a recurring character in Season 4 of Wynonna Earp.

In Look at Them Beans, Waverly, dressed professionally, goes head-to-head with Sheriff Holt Clayborn over Wynonna's arrest for the death of Randy Nedley. They are joined by Purgatory's self-appointed magistrate, Cleo, who isn't a legitimate judge. Cleo argues with Clayborn who thinks they need to handle things calmly. He requests to speak with her privately and Cleo concedes. She reappears a few minutes later and loudly yet sarcastically yells at them through a megaphone. She then announces that the prisoners must compete in a chili cook-off for freedom. She dons it the “Randy Nedley Memorial Chili Cook-Off” which Wynonna knows she'll end up losing. Wynonna's cellmate Casey pointed out that Cleo does this almost monthly as a "bread and circuses distraction tactic, to keep the populace fed and entertained enough to let her and Holt get away with most anything.
The cook-off is in full effect with Cleo thrilled to start the competition. KC explains that every month or so Cleo manages to out whack-a-doo herself with “get out of jail” ideas. Cleo shoots t-shirts at people while Nicole helps Wynonna cook. Nicole tells Wynonna that she didn't give up the badge. Cleo arrived and took over the town, named herself magistrate, and elected a new sheriff, Holt Clayborn. Nicole didn't protest as she had Rachel to take care of and people to look for.
Wynonna is thrilled that the chili is edible and dodges a t-shirt from Cleo. Cleo has decided to ask someone to help her judge the show-off, Chrissy Nedley, who is less than thrilled to see Wynonna. Waverly doesn't think Wynonna is going to win judging on how angry Chrissy is.
Later, Cleo announces that four of the chilies were terrible with Chrissy thanking everyone for coming. She gives a speech but Cleo interrupts and snatches the envelope announcing that Wynonna Earp is the winner of the get out of jail free. Wynonna is thrilled and takes the trophy though Chrissy is confused. Waverly tastes the chili which is awful and she doesn't understand why Wynonna won.
Wynonna is escorted to the border by Cleo who lets it slip that her grudge with Wynonna is personal. Cleo shoves Wynonna down a hill still cuffed and binds her feet up to as the monster needs to feed in order to keep the monster out of town. She and Clayborn understand the sacrifice needed. She is offering up Wynonna this time and stabs her in the leg to lure the monster. Cleo leaves to sit in her car to watch the monster feed on Wynonna. The creature emerges and Waverly shoves Cleo down the hill and rushes to Wynonna and uses her teeth to get through the zip ties but fails. She runs off and attacks Cleo. They wrestle as the ogre approaches Wynonna. Waverly bests Cleo just as Nicole and Doc arrive. Because the group is sidetracked with the ogre, Cleo is able to escape.
In Afraid, Cleo secretly set one of their family's Reapers (specifically their Uncle Ike) on Wynonna in a ritual using her blood, causing Wynonna to be marked and always find a stone with their family's brand in the pockets of her clothes. When Rachel Valdez, wearing Wynonna's jacket, found a rock, Cleo's brother Billy thwarted the mark by invoking his covenant to free the target of the mark. She and Holt both tried and failed to convince their mother to not turn Billy into a Reaper for his decision to help the Earps slide, with Cleo saying that they could teach him to respect their tradition, all the while questioning why they needed to keep saying their family's oath before dinner. Just then, Cleo's mother and the true Clanton heir, Margo, saw the cut on Cleo's palm and deduced that she was the one who performed the ritual to mark Wynonna. Angry for acting in her stead, Margo pressed the wound, causing Cleo to cry out in pain.
In Holy War Part One, Cleo and Holt were kicked out of the Sheriff's station by Jeremy Chetri, who had been assigned there by Black Badge Division as his new team's Captain. Cleo tries to talk her brother into fighting back but is reminded that their mother had told them to stand down.

- Cleo is the second judge introduced in the series. However, she is the first non-legal judge seeing as she appointed herself magistrate and doesn't have a law degree.
